This is, I think, the first suggestion that I make, can't remember if someone else have suggested it before.
Not sure if this qualifies for a single mini, but I wanted to share the idea, because there are more than 10 Gandalfs, but none of them is seated, and only two are without hat (gandalf with hobbit children, an the one mounting shadowfax).
On the other hand Mornedhel's idea is really wonderful!

Tobold Hornblower of the ShireTobold Hornblower also known as Old Toby was a Hobbit of the Shire. Tobold was a well-respected gardener, most notable for his discovery and cultivation of the herb Pipe-weed, circa TA 2670, 1070 by Shire Reckoning. He resided in the Southfarthing village of Longbottom, and there he was immortalized as 'Old Toby'. The Pipe-weed variety 'Old Toby' was definitely named after him, and possibly 'Longbottom Leaf' as well. According to Herblore of the Shire, by Meriadoc Brandybuck, it was believed that Tobold Hornblower learned about Pipe-weed in Bree, as that was the farthest from the Shire that he traveled and the herb grows on the south slopes of the hill there. His growing of Pipe-weed led to the herb's popularity throughout the Shire and beyond. I imagine Old Toby with a hat, coat and barefooted of course, standing or sitting and smoking a long Hobbit-pipe with pleasure and as it is a small figure, a addition of a bench or small table with some small barrels whould be great. One barrel is open and shows the ready for sale or trade Pipe-weed inside. Every Barrel has a big Label on the side for a nice logo paint-job. Gandalf the Wizard, Bilbo and all Hobbit Heros loved to smoke and even Saruman had connections to the Shire to get the Pipe-weed, because Merry and Pippin found some barrels with Longbottom-Leaf when Isengard was besieged. Old Toby is a famous Hobbit Character who is still missing in the Mithril range!

And Thingol that drawing is nice! I don't mind if its Arathorn II or whoever xD but a figurine like that would be different and great to have.

Bilbo sitting comfortably, legs extended in front of him, resting, smoking his pipe. This is a happy day, he ate his second breakfast and waiting for the next meal, he took advantage of a moment of pure happiness.

An old suggestion of mine :
YOUNG ROHIRRIM BOY
hunting or playing around, (or defending at Helm’s deep).
the boy figure has ‘lended’ the arrows and bow of his father to show his shooting skills; he should be ca. the same size as the Bergil figure (M196), but with longer hair, in the usual Rohir clothes, with a tunic onto his knees, no mail coat as it would be to heavy for a young boy anyway, a pot helm on his head, a quiver on his back (of course a little to big for him), and his fathers bow in his hands. He can be standing at rest, or firing, or putting an arrow on his bow (like the pose of the woodman bowman loading, M401). I would prefer the loading pose.
An attempt to get some more child figures in the Mithril range ; thanks in advance for supporting this idea !

Wounded Black Numenorean Naval Officer
I imagine him standing on his remaining leg and prosthetic wooden limb proudly and defyingly, an example to his subordinates and sailors, staring at the horizon from the prow against the wind and eagerly looking forward into engaging the enemy. He'd be wearing the classic, shell-like helm, some light armor, and rich, elaborate and somehow baggy clothes (also a cape). He'd be carrying a long cutlass on his side, in which he'd be resting his hand. I can picture him with his clothes waving, showing the effect of the wind.

Figure suggestion: Sam carrying Frodo up Mount Doom
An iconic moment from the end of the book where an exhausted Frodo is given a ‘pig-a-back’ by Sam up the mountain. At this point they would have the remnants of their orc armour that have not been discarded and should look drawn and haggard.
Technically this is two people, but as they are only half sized and would be made as one figure I’m hoping this is okay...
