I feel like I am going to propose someone this time. Paladin II Took
Another famous Took, Paladin II was the 19th head of the Took clan,and the 31st Thain, the title of the military leader of the Shire. When Saruman began taking over the Shire during the events of the Lord of the Rings by using fellow hobbit Lotho Sackville-Baggins, Paladin II stood up to Lotho by resisting his authority and calling upon the military power of his position as Thain. As a result, the Tooks’ resistance force became central to the power struggle between Saruman’s men and the Shire. In addition, Paladin II granted 100 hobbit troops to the final battle of the War of the Ring, the Battle of Bywater, wherein Saruman’s forces were defeated and run out of the Shire.

Ah, the resistance against Sharkey in the Shire. A wonderful suggestion, Master Milo, as this "chapter" in Tolkien's books was never very much considered for suggestions. I tried to suggest a Sharkey-figure a while ago, but success was lacking very much. It'll be hard for me to find a better NEW suggestion.

Azog, King of the Moria Orcs holding up King Thrór's head
There is one vignette in the mithril range that shows the fight between Azog and Dain II. (M164)
I'd like suggest the monstrous creature as the leader, champion or "King" of the Moria Orcs or Goblins doing his cruel deeds to the Dwarven King Thrór. Azog stands upright in triumph holding up the dwarfs head, on the latters forehead the bloody runes AZOG carved in. Whould be a horrible, but interresting miniature, showing the cruelty of the orcish race.
And of course the Azog in the mithril range has nothing to do with the oversized movie adaption who survived Azanulbizar loosing only one arm and not his ugly head and cannot break though the ice of a frozen lake from underneath in the end.... ;o)
Azog was a powerful Orc who claimed rulership over the abandoned Dwarvish mines of Moria (Khazad-dûm).
He initiated the War of the Dwarves and Orcs in TA 2790 by beheading King Thrór, who had come to revisit the ruins of the ancient dwarven kingdom of Moria. At some point he had a son named Bolg. In the following years, Azog was the common enemy of all dwarves, and the war he started had its climax in the Battle of Azanulbizar, where he killed Náin, only to be himself slain by Náin's son Dáin, who would later become King of Durin's Folk. His son, Bolg, inherited the reign in Moria and continued it for decades until his death at the Battle of the Five Armies.
Azog entered history in the year TA 2790 due to King Thrór's desire to revisit and perhaps restore the lost realm of Khazad-dûm. When Thrór was found in the armories of Khazad-dûm, he was brought before Azog, being accused of thieving. Azog tortured Thrór for two days until he was informed of a second dwarf outside of Moria. He decided to kill Thrór after he defied him with the words "These are the Halls of Durin!" He beheaded Thrór and carved his name in Thrór's head, then threw Thrór's body over the stairs. Azog then called out to Nar, the other dwarf, from the gate, demanding that he deliver a message back to Thrór's people, warning that beggars who dared to enter Moria and attempted thievery would meet a similar fate.
Azog then called out that he had killed Thrór , and that he now ruled Moria as king. His name in runes was carved onto the brow of Thrór, forever branding it into the hearts of the dwarves. Nár was barred from retrieving the head of Thrór, and the orcs threw him a small pouch of coins of little worth as a final gesture of scorn. Nár took the pouch, turned, and fled. When he looked back, orcs had emerged from the gate and were hacking apart Thrór's body and flinging the pieces as carrion for the ravens.
When news of this reached Thrór's heir Thráin, he was greatly angered and mustered a force of dwarves from the House of Durin and others to seek revenge on Azog, though it took three years to muster their dwarves. So began the War of the Dwarves and Orcs. The dwarves hunted Azog, and many battles were fought beneath the earth. After nine years of war, before the gates of Moria itself, the climactic Battle of Azanulbizar was fought.
In that battle, Azog was pursued through the Gates of Moria, killed, and beheaded by Dáin, son of Náin. His head was impaled on a stake, and the pouch of coins he had thrown to Nár was stuffed into his mouth.

My suggestion previously suggested by Master wvberghe on Oct 3, 2009 SHADOWFAX REARINGI imagine Shadowfax as a wild stallion, standing on its rear legs, fore legs high in the air. I added an attachment, to show what I would like to see. Shadowfax is called "the greatest horse of Rohan" and was extremely strong and swift. It could run for twelve hours and could outrun the Nazgul steeds. Besides, Mr Tubb can show us how good he is at sculpting horses! I know it is a horse, but as this is an unmounted model, I think it still counts as a "no mounted option".

Troll Hornist As the Black Gate opens and Sauron's armies rush out to meet the Captains of the West, they are goaded on by huge armoured trolls blowing great blasts on horns taken from some ancient beasts that no longer roam the earth. Not canon, but might make a nice 'battle' figure. Armoured troll holding some form of 'double-horn' in one clawed hand, blowing a loud note on it, in its other claw it holds a club or hammer.

Sorry folks, couldn't make a suggestion this month since I was on holiday, but there seem sufficient promising ideas in this list. Making a decision wasn't easy, but after giving it a a lot of thought I've opted for Thror - for now!
