For me it has to be Eomund for all the usual reasons (i.e. a named character, not yet represented in the Mithril range, etc).

A very difficult choice since all of the ideas are very appealing, but I went with Dunharrow since I love all kinds of ghouls and ghosts from Middle Earth.
