Thanks for all the great ideas. This poll will close on the 25th GMT+1 (Dublin) so please use your vote asap. The finalists will then go into the final round at that stage. Any tiebreaker will be broken ultimately by Chris Tubb.
Please remmember to add comments to encourage undecided voters to support your idea.

Hobbit Outsider
Relevant quote:
My idea is that of a hobbit that looks a bit like a vagabond, possibly wearing a hood/cape, carrying a bundle with his few possessions, and generally looking down-and-out. He may be either sneaking somewhere, or perhaps striking a carefree pose, dancing or making music, whatever Chris thinks best.

I would like to resuggest this figure:
King Amdir at the Battle of the Last Alliance.
If I'm well informed, Amdir was an Elven king who marshalled the Galadhrim to the War of the Last Alliance and fell in the Dead Marshes. He was the father of Prince Amroth, who we know as Mithril no. M208.

OLDER AND FOULER THING
Relevant quote:
This quote is from Gandalf after the company faced watcher in the water. To me he clearly indicates the existence of many creatures of different shapes and sizes that predate the kingdoms of men. The figure could be a man/animal sized thing that is a mixture of a worm and a drake or a centipede. The options are limitless. I imagine some kind of a nasty slimy thing that feeds on orcs and goblins who wander off too far from their own caves.

I'd like to see the 🦊 fox scene again. There was quite a support here for it. 😉

Just to move on to the 7 legal proposals (even if I don't believe in my own proposal)
Wainrider man with whip
The appendices mentioned incursions of the Wainriders in Gondor from 1851 TA, for almost a century.
The appendices A mentionned that the Wainriders were a people, or confederacy, of Men from the East. They journeyed in great wagons, and their chieftains rode chariots in battle.
In the Unfinished Tales, "Cirion and Eorl and the Friendship of Gondor and Rohan", it states that they camped in fortified camps of wagons. Their young women were also trained in arms, and they, along with old men and youths, stayed behind, able to defend their homes from attackers.
The MZ670 Wainrider girl mounted is the very first miniature representing this people (2018 December votes).
To complete, I propose another Gypsy member : a man this time.
He is bearded and has long hair. His head could be covered with a bandana tied behind and he could wear a thick leather bolero, a wide fabric belt and boots. He could be armed with a whip that he wields in front of him and have a short scimitar passed through the belt.

Ranger Bathing in a pool Thought is that after a long day's ranging, a Ranger having a cool dip before settling down for the evening meal and rest under the stars. The Dunedain Ranger would be part submerged in what would be a pool (obviously the base wouldn't be large). Up to CT how he chooses to portray the figure

Work interfered, so I was unable to forward the fox again or even vote (though I should have been in time for that, Dublin being two hours away from the deadline atm). It would not have made a difference anyway.
So the fox is sniffing in again next month. I wanted to forward the idea with some renders for the scene, but for reasons that I could not fathom the comp disagreed with this foxfile and crashed upon me, causing me to pause this.
Older and fouler things, however, smell tasty, too. In a weired way. Looking forward to round 2
